After nearly a decade of economic decline, real GDP grew by more than 3 percent in 1994/95 (July/June) and by an estimated 5 percent in 1995/96. Inflation, on an end-of-period basis, decelerated to 13 percent in 1994/95 and to 4 percent in 1995/96. Fiscal performance strengthened considerably, with government revenue rising by about 4 percentage points of GDP between 1993/94 and 1995/96, and total expenditure declining by 6 percentage points, to 17 percent of GDP in 1995/96.

Book excerpt: This Selected Issues paper aims at discussing the impact of the oil windfall on Chad, with a focus on growth, poverty, competitiveness, and fiscal policy challenges posed by the oil revenue outlook. The paper discusses the reforms needed to remove structural factors that constraints the non-oil sector growth, in particular on civil and military services and the microfinance sector. The paper argues that Chad’s current growth potential is seriously limited by low levels of both human and physical capitals and by weak institutions and governance.

Book excerpt: This Selected Issues paper and Statistical Appendix highlights that after eight years of decline, economic activity of Cameroon began to pick up following the January 1994 devaluation of the CFA franc, the accompanying upturn in world economic activity, and favorable international commodity prices. Real GDP, which had fallen by an annual average of 4 percent since the mid-1980s, began to recover, with the annual growth rate stabilizing at about 5 percent in the three years to 1997/98. In the policy area, the 1994 devaluation was accompanied by tax and trade reforms.

QUOTEAs we move into the 21st century, Africa faces tremendous opportunities for growth in which agriculture will continue to play a prominent role. Implementing the unfinished policy agenda is critical to realizing these opportunities.QUOTE-Hans P. Binswanger, Sector Director The main focus of this study is on improving the policy regime in Africa to stimulate agricultural growth. It examines the state of agricultural incentives in Sub-Saharan Africa, taking stock of the current policy environment and its recent evolution, to update knowledge and to help develop a stronger consensus on the appropriate policies and incentives that will stimulate agricultural growth. The global environment is examined together with the macroeconomic, export crop, food crop, and fertilizer policies in 16 African countries.

This book was released on 2003-02-01 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The objective of this paper is to present some early experiences of poverty and social impact analysis (PSIA) from the PRGF-supported programs in the African Department. The paper illustrates that many staff country reports have taken a first step toward PSIA by making more explicit the links between poverty and policies. Various examples highlight that even though relationships can be complex and analysis, as a result, may not be definitive, it is possible to assess some of the potential poverty effects even in countries with limited data, and therefore contribute to a more informed policy debate and design. The paper concludes that PSIA can help design policies that are more pro-poor, better define appropriate compensatory and complementary measures where appropriate, and support country ownership of reforms by promoting a public debate on trade-offs between policy choices. In light of this, the paper proposes that PRGF policy advice would benefit from more systematic PSIA and that staff country reports could report more on the potential policy trade-offs and poverty outcomes based on PSIA.
