This was predicted by some physicists including Dr. Behram Kusunoglu, who had apaper published on this subject in 1976 in the Physical Review. Massive neutrinos do not necessarily simplify the physics of elementary particles but they do give elementary particle physics a new direction. If the dark matter content ofthe universe turns out to consist ofneutrinos, the fact that they are massive should make an impact on cosmology. Some of the papers in this volume have attempted to provide answers to these questions. We have a long way to go before we find the real reasons for nature’s creation of neutrinos. Another neutrino-related event was the passing of their discoverer, Fredrick Reines: The trustees of the Global Foundation, members of the Orbis Scientiae 1998, dedicate this conference to Fredrick Reines of the University of California at Irvine. The late Professor Reines was a loyal and active member of these series of conferences on the frontiers of physics and cosmology since 1964. He also sewed as one of the trustees of the Global Foundation for the past three years. Professor Reines discovered the most elusive particle, the neutrino, in 1954. A 1024-QAM table is presented that graphically displays how all elementary particles are related, similar to the Standard Periodic Table in chemistry. Interestingly, the math that describes QAM is simple and elegant. A robust model for elementary particles will need to meet 5 criteria to properly account for the relationships. Yang-Mills and other particle models have not been able to correctly account for the Mass Gaps. Antimatter, QCD, Baryogenesis, and Lattice QCD are briefly discussed. An explanation and examples are provided, along with possible error sources. Suggestions for further research are made. This paper provides compelling evidence that our universe is blinking at a high frequency.

However, although one of the authors is a theoretical physicist and the other a mathematician, the reader must not think that their opinions have been divided among the participants of the dialogues. We have tried to convey the inner tension of the topic under discussion and its openness. The attitudes of the participants reflect more the possible evaluations of the situation rather than the actual views of the authors. What is more, the subject "elementary particles" as dealt with in the 3 6 dialogue stretches over (2-3) 10 years of historical time and a space of 10 ±1 pages of scientific literature. For this reason, a complete survey of it is un achievable. But, of course, every researcher constructs his own history of his science and sees a certain list of its main pOints. We have attempted to float several possible pictures of this kind. Therefore the fact that Math and Phys talk about the history of element ary particles is not an attempt to present the scientific history of this realm of physics.
