Available in PDF, EPUB and Kindle. Book excerpt: Studies of the escalating tensions and competing claims in the South China Sea overwhelmingly focus on China and its increasingly assertive approach, while the position of the other claimants is overlooked. This book focuses on the attitude of Vietnam towards the South China Sea dispute. It examines the position from a historical perspective, shows how Vietnam’s position is affected by its wish to maintain good relations with China on a range of issues, and outlines how Vietnam has occasionally made overtures to both the United States and Japan in order to bolster its position, and considered the possibility, so far resisted, of taking China to formal arbitration under the auspices of the United Nations Convention on the Law of the Sea. The book concludes by assessing the future prospects for Vietnam’s position in the dispute.

Book excerpt: Ten American and Japanese specialists offer a comprehensive analysis of one of the most dramatic developments in Asia today: the re-emergence of Vietnam - not as the belligerent champion of a militant ideology and socialist cause, but as an open, friendly country seeking a respected place in the world community. Basing their observations on five years of study, visits to Vietnam, and numerous interviews with knowledgeable officials, scholars and businessmen there and in the United States and Japan, the authors evaluate the political, ecnomic, social and foreign policy changes that have been taking place in Vietnam over the past decade, trace the responses of the United States and Japan and offer a policy prescription for responding to the challenges of the future.

Book excerpt: This book is a unique analysis of the struggle to build a rule of law in one of the world's most dynamic and vibrant nations - a socialist state that is seeking to build a market economy while struggling to pursue an ethos of social equality and opportunity. It addresses constitutional change, the assertion of constitutional claims by citizens, the formation of a strong civil society and non-profit sector, the emergence of economic law and the battles over who is benefited by the economic regulation, labor law and the protection of migrant and export labor, the rise of lawyers and public interest law, and other key topics. Alongside other countries, comparisons are made to parallel developments in another transforming socialist state, the People's Republic of China.

Available in PDF, EPUB and Kindle. Book excerpt: New Zealand and the Vietnam War was published to coincide with the 40th anniversary of New Zealand combat troops leaving for Vietnam. The Vietnam War provoked a major crisis in New Zealand attitudes to foreign policy, breaking for the first time the almost universal consensus about how the country should handle political and military issues beyond its shores. The dispatch of troops to assist the US in Vietnam divided the country, enraged a generation and forced the government to publicly defend its policy. This is the first major study of these events and is the fruit of many years of detailed research which draws on government archives, newspapers, records of the protest movement and a range of other sources. Starting with the first Indochina War in the 1950s it covers the story of New Zealand's relations with Vietnam up to the end of the Vietnam War in the 1970s. It explores the diplomatic history of the engagement, which is not well known or understood, and shows that officials and politicians in fact entered the war with extreme reluctance.

Available in PDF, EPUB and Kindle. Book excerpt: The Vietnamese invasion of Cambodia in 1978 and the consequent outbreak of the Cambodian conflict brought Southeast Asia into instability and deteriorated relations between Vietnam and the subsequently established Vietnam-backed government in Cambodia on the one hand and the Association of Southeast Asian Nations (ASEAN) countries on the other. As a result of the conflict, the Soviet Union established a foothold in Southeast Asia while China, through its support of the anti-Vietnam Cambodian resistance, improved relations with Southeast Asian countries such as Thailand. Japan's Fukuda Doctrine - it’s declared priorities of promoting cooperative and friendly relations between Communist Indochinese nations and non-Communist ASEAN countries – became increas¬ingly at odds with Japan’s role as a member of the Free World in the broader Cold War confrontation. Tokyo had to steer a path between Washington’s hard-line policy of isolating Vietnam and its own desire to prevent regional destabilization. Against this background, this book addresses the following questions: what was Japan’s response to the challenges to its objectives and interests in Southeast Asia and to the Fukuda Doctrine? What role did Japan play for the settlement of the conflict in Cambodia? How did Japan’s diplomacy on the Cambodian problem affect the Japanese role in the region? It argues that Japan’s contribution was more active than has widely been recognized.

Available in PDF, EPUB and Kindle. Book excerpt: KEY ISSUES Context. Economic performance has improved over the last year. The recovery is taking hold, although domestic activity remains weak, in part constrained by weak banks and inefficient state-owned enterprises (SOEs). Inflation has declined, the current account remains in large surplus, and international reserves have increased. The authorities place a priority on preserving macroeconomic stability, tackling banking sector vulnerabilities, and reforming SOEs, though implementation has been gradual in some key areas. Outlook and risks. Growth is projected to recover gradually over the coming years, with the current account returning to a deficit and inflation contained. On current policies, public debt is projected to reach 60 percent of GDP. Risks include weaker trading partner growth, geopolitical tensions, slow structural reforms, and delayed fiscal consolidation. Early conclusion to key trade negotiations would be growth-positive. Fiscal policy. Deficits have been sizable and rising public debt requires attention. A medium-term growth-friendly consolidation is recommended, based on enhancing revenue and rationalizing unproductive expenditures while preserving crucial social and capital spending. This would ensure public debt sustainability with space to address contingent liabilities from banking sector and SOE restructuring. Monetary and exchange rate policy. The current monetary policy stance is appropriate. Greater exchange rate flexibility would help buffer external shocks, facilitate improved reserve adequacy, and help lay the groundwork for shifting toward using inflation as a nominal anchor over the medium term. Banking sector reform. Several policy measures have been taken recently, but the overall gradual approach will likely continue constraining credit growth and keep the system susceptible to shocks and significant asset deterioration. A more expeditious recognition of nonperforming loans, bank restructuring and orderly resolution would support robust credit creation and macro-financial stability. State-owned enterprise reform. Progress is being made. Implementing restructuring plans and accelerating equitization would help ensure more efficient resource allocation, strengthen banks, and deliver higher future growth. Reform should also focus on strengthening corporate governance and ensuring a level playing field.
